What stage in the hiring process is a background check?

I had a 3rd interview at a prospective employeer, and then was asked to submit to a background check with a 3rd party.  The check itself took 2 weeks, and I was told last monday that it was finally completed. However, I am still waiting to hear from the company about a decision.

Is the background check something ALL final candidates go through? I was lead to believe it was a precursor to recieving an offer.

Well, I found out this

Well, I found out this morning that I didn't get the position.  Annoying considering the amount of time I had to spend on this entire process. 

Well, back to the search.

I'm not an expert on this

I'm not an expert on this either and reached out to my network.  Apparently, there is legislation around background checks that every organization integrates into their practices and policies differently.  So, while there are standards to make sure there is equal opportunity etc..... the practice of when, how, who they use to do background checks and the duration of time it takes is left up to the company/organization.  You can ask for their standard practice if you are interested.
